HILLSBORO, Ore.- On June 21, 2023, a Washington County jury found Herbert James Rabago guilty of Murder in the Second Degree, Unlawful Use of a Weapon, and Felon in Possession of a Firearm. On June 29, 2023, Judge Andrew Erwin sentenced the Defendant to 390 months in prison. Chief Deputy District Attorney Bracken McKey and Deputy District Attorney Sean Kallery prosecuted the case.

On February 18, 2021, the Defendant shot the victim, Jeremy Lee Covey, outside an apartment complex in Aloha, Oregon. The victim was in his vehicle at the time of the shooting. He then exited the vehicle and yelled for help. An acquaintance drove Mr. Covey to an urgent care facility where he later died. 

Sheriff’s deputies immediately responded to the scene and began canvassing the area for evidence and witnesses. They eventually linked Mr. Rabago to the shooting and later obtained a secret indictment for his arrest. 

On March 2, 2021, Beaverton police spotted a vehicle associated with the Defendant. Officers attempted to stop the vehicle, but Mr. Rabago sped off. Officers pursued the Defendant until he stopped the car near the Beaverton Central Max Station and fled on foot. He was apprehended shortly thereafter. 

The Washington County District Attorney’s Office wishes to commend Detectives Brad Verboort and Ryan Carey, the Washington County Sheriff’s Office, the Beaverton Police Department, the Washington County Major Crimes Team, and the Washington County Digital Forensics Laboratory for their work on this case.
