HILLSBORO, Ore.- On June 21, 2023, a Washington County jury found Herbert James Rabago guilty of Murder in the Second Degree, Unlawful Use of a Weapon, and Felon in Possession of a Firearm. On June 29, 2023, Judge Andrew Erwin sentenced the Defendant to 390 months in prison. Chief Deputy District Attorney Bracken McKey and Deputy District Attorney Sean Kallery prosecuted the case.

On February 18, 2021, the Defendant shot the victim, Jeremy Lee Covey, outside an apartment complex in Aloha, Oregon. The victim was in his vehicle at the time of the shooting. He then exited the vehicle and yelled for help. An acquaintance drove Mr. Covey to an urgent care facility where he later died. 

Sheriff’s deputies immediately responded to the scene and began canvassing the area for evidence and witnesses. They eventually linked Mr. Rabago to the shooting and later obtained a secret indictment for his arrest. 

On March 2, 2021, Beaverton police spotted a vehicle associated with the Defendant. Officers attempted to stop the vehicle, but Mr. Rabago sped off. Officers pursued the Defendant until he stopped the car near the Beaverton Central Max Station and fled on foot. He was apprehended shortly thereafter.

HILLSBORO, Ore.- On June 8, 2023, Washington County Circuit Court Judge Erik Buchér sentenced John Richard Movick, age 61, to 225 months in prison. On April 10, 2023, a jury found the Defendant guilty of three counts of Sexual Abuse in the First Degree and Luring a Minor. The jury was hung on two counts of Sodomy in the First Degree and one count of Incest.  Deputy District Attorney Rayney Meisel prosecuted the case against Mr. Movick.

In March of 2021, the victim’s mother contacted the Oregon Department of Human Services after her daughter disclosed sexual abuse committed by Mr. Movick, her stepfather at the time. The victim told investigators of numerous occasions in which the Defendant groomed and sexually abused her between the ages of five and nine years old.

The victim’s mother detailed the toll the abuse took on her daughter in a powerful victim impact statement read during the defendant’s sentencing hearing.

“What John did to [my daughter] will affect her the rest of her life. She was robbed of her innocence. John played mind games with her to make her think she was the guilty one. The trauma affected her ability to trust others,” the victim’s mother wrote.

[The victim’s] mental and physical health have also suffered. Her academic performance has become erratic. Her grades and concentration and motivation vary widely. She still experiences depression and anxiety. Smells, sights, and sounds trigger the memories of his abuse.”

The Washington County District Attorney’s Office wishes to commend the victim for her bravery in reporting the abuse and for facing her abuser in court. This office also thanks the Washington County Sheriff's Office for its work on this case.

Mr. Movick will be transferred to the Oregon Department of Corrections to begin serving his sentence.

HILLSBORO, Ore.- On June 6, 2023, a Washington County jury found Jose Natividad Calderon-Chavez, age 57, guilty of two counts of First-Degree Unlawful Sexual Penetration and ten counts of First-Degree Sexual Abuse. Deputy District Attorney Jason Weiner prosecuted the case against the defendant before Judge Beth Roberts.

In April of 2022, the victim confided in a loved one that the defendant sexually abused her on multiple occasions. That loved one contacted law enforcement to report the allegations. The victim then met with medical providers at CARES Northwest where she provided additional details of the abuse.

The Washington County District Attorney’s Office commends the victim for her bravery in reporting this abuse and for participating in the trying court process. This office also acknowledges CARES Northwest and the Hillsboro Police Department for their work on this case.

A sentencing hearing is scheduled for August 16, 2023. The minimum sentence based on these convictions is 25 years in prison.

The Washington County District Attorney's Office released the results of a Washington County Major Crimes Team investigation into the death of Bryce Bybee while in custody in the Washington County Jail.  The investigation concluded that there is no evidence to support criminal charges related to the death.

At the time of his death, Mr. Bybee was in the custody of the Washington County jail facing charges including Robbery in the First and Second Degree and Unlawful Use of a Weapon.  A circuit court judge ordered Mr. Bybee to be transported to the Oregon State Hospital for mental health treatment, but that transport did not occur.  Mr. Bybee was found unresponsive in his jail cell on April 17, 2022.  Despite lifesaving efforts, deputies and medical personnel were unable to revive him.  An autopsy determined the cause of death to be "[c]omplications of schizoaffective disorder and self-neglect" and the manner of death to be "undetermined."  

Oregon law requires the District Attorney and Medical Examiner's Office to investigate deaths of incarcerated persons.  The Washington County Major Crimes Team, under the direction of the District Attorney, conducted this independent investigation.  A copy of a memorandum summarizing the investigation and legal review is available here and a letter from District Attorney Barton to Sheriff Garrett is available here.

HILLSBORO, OREGON: Xavier Denzel Rodriguez, age 19, was sentenced today after pleading guilty to two counts of Manslaughter in the First Degree, two counts of Assault in the Second Degree, and one count of Driving Under the Influence of Intoxicants for causing a traffic crash that killed two Southridge High School students and critically injured a WCSO deputy. Senior Deputy District Attorney Andrew Freeman prosecuted the case before Judge Brandon Thompson. At the sentencing hearing today, Judge Thompson noted “this was a tragedy that was utterly avoidable,” before imposing a sentence of 25 years in prison under Ballot Measure 11.

The defendant spent the night of April 26-27, 2022, driving around the Portland metro area in a Nissan Altima with four juvenile male passengers, ages 16 and 17, that were all students at Southridge Highschool in Beaverton. The defendant was on probation for prior offenses, had no license, was drinking 4Loco, and frequently exceeding 100mph according to GPS data.

At about 12:20am the defendant was southbound on Murray Blvd when he swerved across the center line into the path of an oncoming WCSO patrol deputy. When that deputy turned around to attempt a traffic stop the defendant fled at high speed. He approached the intersection with Tualatin Valley Highway at over 90 mph and accelerating, then intentionally ran the red light at full throttle. As he did so WCSO Deputy Michael Trotter drove into the intersection from the west with the emergency lights activated on his patrol SUV. The defendant’s Altima struck the driver’s side of the patrol vehicle at 99.4 mph, crushing the front of the Altima and caving in the side of the SUV. The force of the impact sheared off seatbelts in the Altima, and sent the patrol SUV rolling and spinning through the intersection. 

Two of the defendant’s juvenile passengers were killed in the crash, and the other two suffered serious injuries. Deputy Trotter sustained critical life-threatening injuries. After first responders cut him from the SUV they rushed him to the hospital, where he underwent numerous surgeries and spent weeks in the ICU. A Life Flight helicopter took the defendant to OHSU, where laboratory testing revealed his BAC to be .18%.

The Washington County District Attorney’s Office wishes to commend all the first responders whose skill and quick thinking saved four lives that night. We further acknowledge the efforts of the Washington County Crash Analysis & Reconstruction Team (CART) and the Washington County Major Crimes Team, who collaborated to thoroughly investigate this incident. This tragedy is a stark reminder of the dangers of impaired driving, and the consequences for a person who acts with no regard for the safety of others.

Damien Karp

HILLSBORO, OREGON. On April 17, 2023, convicted child rapist Damien Karp was sentenced to 25 years in prison for secretly filming and touching young children at VillaSport Athletic Club last summer.  Karp pled guilty to multiple counts of Sexual Abuse in the First Degree and at sentencing asked the judge to show leniency. 

Deputy District Attorney, Rayney Meisel, asked Judge Oscar Garcia to sentence Karp to 25 years, the maximum available sentence.  Karp had previously served 15 years in prison for the rape and sexual abuse of a 10-year-old girl and had just completed sex-offender treatment at the time he joined VillaSport Athletic Club and began filming and touching children at the pool. Karp used a small underwater camera to film the children, all of whom were under the age of 10.

Karp was caught when the father of one of the victims noticed him behaving unusually towards his daughter and other children in the hot tub. The father confronted Karp, resulting in police being called to the club. Numerous children reported that Karp had touched them inappropriately under the water or attempted to touch them. Karp was violating the terms of his parole and sex-offender registry by being near children at the gym.  A search warrant recovered multiple videos of the secret recordings, underwater touches, and other incriminating evidence.

At sentencing and in filings DDA Meisel said, “I have never seen a more concerning report. Mr. Karp has a history so egregious it would be irresponsible to the community and shock the conscious to give him anything less than a 300-month sentence.” Judge Garcia agreed, and sentenced Karp to 25 years in prison. 

At sentencing, Meisel also read victim statements urging the judge to hold Karp accountable. One of the 8-year-old victims said, “When he touched me, I felt unsafe, upset and uncomfortable. It felt to me like I needed to take a shower and wash It off.”

Karp was also a member at the Tualatin Hills Hills Park and Recreation District, and police say he may have gone to the district’s main swimming pool at 15707 S.W. Walker Road sometime in April of 2022. Contact Detective Chad Opitz at 503-526-2674 or copitz@beavertonoregon.gov with any tips.
